With nearly 50 years of experience in and around Virginia government, Lynwood is a preeminent authority on legislative and regulatory matters related to transportation.
Lynwood served 30 years with the Virginia Department of Transportation (VDOT), including time as State Traffic Engineer with responsibility for all traffic operations in the Commonwealth. He also served as VDOT’s legislative liaison for more than 20 years, and as Deputy Commissioner of the Department of Motor Vehicles (DMV) where he held the lead legislative role. Lynwood has vast experience in all areas of traffic operations, commercial vehicles, work zone and construction issues, driver-related issues, as well as the emerging market for autonomous vehicles, and the complex coordination of national, state, and local initiatives.
After his retirement from state government, Lynwood worked as vice president of a successful government relations and association management firm. In this capacity, he served as the executive director of various statewide businesses in the propane, construction, transportation, and recycling industries. Lynwood continued to work closely with local, state, and federal transportation agencies to achieve reasonable legislative and organizational solutions for his clients and the Commonwealth. For much of the last 10 years Lynwood has represented various transportation clients as president of Butner Consulting.
